About Paul

I live in Annandale, Virginia and have lived in Fairfax County for more than 39 years. Part of my family were some of the earliest settlers in Virginia.

My wife, Gloria and I are Catholics and members of St. Michael Catholic Church in Annandale. She is from Mexico and recently has become a United States citizen. She was head of the publishing department of a major university in Mexico. We married in Mexico on the Feast of Our Lady of Guadalupe, December 12, 2008.

I am from South Texas. For 32 years I was happily married to Georgia, also from Texas. God blessed us with six children. Georgia died of cancer in 2000.  

In Texas, I was honored to be elected for three terms as a State Representative (State Delegate). During my first term as a member of the Texas Legislature, I was named as the best freshman state legislator by a political newspaper.

I am a graduate of the University of St. Thomas in Houston (BA Degree, History major and took courses in Philosophy and Theology for three years.) and the University of Texas School of Law (LLB, now called JD). Also, I attended Georgetown University Law Center in their Graduate Law program and studied Spanish at the University of Mexico in Mexico City

I served three years in the Texas Air National Guard and three years in the U.S.  Air Force Reserves.

I am a retired career Federal employee.  I  worked 23 years in the National Office of the IRS in Washington as an Exempt Organizations Tax Lax Law Specialist. I have also worked for the U.S. Government as an attorney for the Small Business Administration in their disaster relief program and as a staff assistant for a U.S. Congressman who was a member of a special joint congressional committee to consider difficulties with entitlement programs and possible solutions. As part of my duties, I attended all sessions of the Committee and prepared written reports on the meetings and technical analyses of some proposed legislation.

I am a substitute teacher for Fairfax County Public Schools and worked as a regular full-time teacher for three and a half years in public schools and a Catholic school.

I am a  former Executive Director of Americans United For Life and was the Co-Founder and President of the Catholic Truth Society of America.

I have played a significant role in protecting human life. It is my belief that God has used me to help accomplish some great pro-life victories. God likes to use little people to do great things.

 My pro-life work began in January 1971, two years before the U.S. Supreme Court issued its infamous Roe v. Wade decision. At that time I obtained the first and only temporary injunction by a United States District Court to stop abortions. The Court order stopped about 15 abortions at a military hospital in San Antonio, Texas.

Later I played an important part in passing federal legislation that has saved the lives of more than one million unborn children in the United States. 

I originated the Hyde Amendment which cut off most of the federal tax funds for abortions under the Medicaid program. Also, I originated the Dornan Amendment which stopped most of the military abortions. In addition, I was responsible for the introduction of the Smith Amendment which stopped most abortions under the Federal Health Insurance Program for Federal Employees.
